I have a series of toning LUTs I have made from photographs that I like and use as presets in Affinity Photo. If I want to tone a photograph then I will try them one at a time until I find one that I like.
 
There has been some discussion on the subject of what is "Fine Art". It's an overused term and I tend to agree with the view that it is mainly used to artificially enhance commercial value. However, (and this is a personal view) if it is to have any meaning, it is to describe an essentially static subject that none the less evokes some feeling. Might be a figure study or architecture etc. This landscape tends towards that in that you get the sense of isolation and the weathering effect of the wind. The inclusion of grain helps. As I say, a personal view.
