This will probably be too much of a contrivance for most people.
It's the red channel with some tone fiddling.

Its all well and good to experiment but if its not working------ I suppose John you have posted for some feedback, I can only say IMHO its not good, maybe more detail in the shadows, a little contrast in the clouds, i think that way it would improve.

Agree that it's a bit too dark. I think I know what you're going for & dark is fine — but right now it just looks like an underexposed shot, rather than mysterious & brooding. Some (not necessarily a lot) of shadow detail, perhaps?
 
As it stands you could (in my view) improve it a lot by cropping off the bottom as it adds nothing to the picture. But it may be a lost cause.

I am trying to stop myself processing images that aren't 'working', and am getting better at the stopping - but it is taking me some time to get there:(

Yes, I think you're right. I cut off some of the bottom, and have posted it below. It is definitely better.

Alexander Pope (probably the greatest poet who ever lived) is reported to have said (about his works) that he should be flogged for what he has published, and praised for what he has burned.

I'm intrigued by this. I think that there is definitely something worthwhile in this shot. I agree that it is, for me too, a bit dark and, perhaps a little too much in the shot. If it could be cropped to either side of the traffic lights I think that the focus would be narrowed and less less distracted?
However, I think that you have seen something worthwhile and, perhaps just needs another visit. Well seen.
