This looks very odd. The steam looks as though its been cut & pasted onto the bridge, and there's some serious resizing or upload degeneration to the image..

Looking closely at the steam and the shadow in it under the bridge, it seems to me that the steam is authentic
 
Yes, sorry, I didn't mean that I thought the steam was applied, I meant merely that it almost looks as though it has been. It could be that clarity adjustment again. It all just looks a bit over processed to me.
 
It is a strange one. Because the steam does look odd almost like it was a cut out and then overlaid on the photo. I think it is because the steam looks to have hard edges in places. I have no doubt that it hasn't been added later, but I don't know enough about technicalities of post processing to have any idea about why this is the case. Still like the image though.
 
My 2¢ worth is that there is a tad too much sharpening or "clarity", which can induce such hard edges.

I use DxO PhotoLab and that includes:
  1. ClearView Plus, for removing haziness but it is far too aggressive for the most part
  2. Micro-contrast, which is gentle but can still provoke far too many "edge effects"
  3. Four fine contrast sliders: global, highlights, mid-tones and shadows, which are astoundingly subtle and tend, on the whole, to do a much better job.
